Is there an upper wind strength limit for sailing on a 505 or is the decision plainly up to the race comittee to decide if the conditions are not suitabble for racing? If there is no such thing, should one be specified?

Have a look at 8.3 in the Championship Guidelines, that form an annexe to the Championship rules. Follow the links under "The 505" tab at the top of the page.

The Championship Rules are stated to be for World and other International Championships administered by the International Association, but can and are adopted by National Associations for their events. These guidelines are there to assist Race Committees and Competitors understand what is normally expected but ultimately the decision has to be with the Race Officer on the day, especially at the top end when competitor safety depends on things other than pure wind speed(as well as the undesirability of large scale damage to the fleet wrecking a series).
