The Class's Championship Rules and Championship Guidelines used to be reviewed by the IGC following every Worlds and the guidelines were fine tuned almost annually as potential problems were identified or where new ideas came forward for improving the event.

However, these words, however clever, can only go so far. A lot of work needs to be put in by the class on the ground and the International Officers to make sure that the Organising Authority can implement these guidelines in way that is acceptable, and that when there are problems (and since the 100% perfect venue does not exist, there will be) acceptable workarounds are agreed. Above all it is important that there are no surprises at the event. It appears that, like Caiscais in 2001, there may have been a particular problem at Palermo because of a lack of a strong local fleet to help this liaison. However, as someone else said earlier in the thread, the Worlds is the International Class's event. We have to make that clear to Organising Authorities when they bid, and then make sure we walk the walk by being proactive in the lead up and during the event. It's to late to whinge afterwards.
